Colour levels are like mixing paints, but for light emitted rather than light reflected. You have red, green and blue lights and you combine them to create a new colour. So for chartreuse, you'd have red at 127 out of 255 - that's about half brightness - and green at full brightness without any blue. For Platinum, you'd have those lights at 229, 228 and 226 out of 255.
